I know it usually doesn't but I am restoring a bike that originally had the sealed sp housing from the 90's so that's why I am doing it now

I think you misunderstood the user @*Frank*: Under his text he has put a link where you can buy various NOS Shimano covers. Or do you really want old, used and probably rusty housings?

Ahh I think you are correct. Still there does not seem to be Shimano SIS Sealed SP for sale on that website so the search goes on.

Excuse me, but if you buy 3 or 4 of these 520mm pieces you will have enough for one bike with top-pull routing - maybe you cut them to the length you need!? If that is a problem for you, better bring your bicycle to the bikeshop for restoration - sorry!?

Oh, you're all about the seals! They are in the end caps. If you look closely, you can see sealed end caps in the following links:
